Examine the possible solutions against your criteria
Each of the solutions meets the criteria, however, two of them just won't work. There is no funding to be able to build another shelter to house these animals. As for the other solution, you can talk all you want but it depends on the person to follow through. Some people are just indifferent or they simply won't do it. The only solution that would work would be to spay/neuter.
Choose the best option and explain reasons for choice
The best solution would be to spay/neuter because it's more affordable and has a higher chance of working. This effectively eliminates any stray/feral animals, cats especially, from having babies without a home. The government already uses this as a way to control stray cat populations. They round up some cats spay/neuter them and clip their ear to let people know that that cat is fixed.

Three possible solutions to this problem would be spaying/neutering, additional shelters, and inform the community.
Some people oppose these solutions because they cost more money, there may not be space for more or larger shelters, or people are indifferent. Some people may not want to spay/neuter their pets.
Calculate the consequences of these solutions--both intended and unintended at all levels of the economy.
Government: If more shelters were added then it would require more funding.
Household: More animals would have homes and there would be more space in the shelters.
Businesses: Vet offices would get more patients and business.
Rest of the world: There would less contamination with our natural resources.
By spaying and neutering fewer animals would wind up in shelters. Fewer animals would have to be put down if there were more shelters. There would be more jobs in the shelters. Informing the people would give them a chance to make an impact in the community and in the lives of animals.

There are both budget and labor concerns. There must be staff and volunteers to put the solution into action and money for funding.
In order for any solution to work the public needs to know so they can do their part to help and support.
The main challenges would be enough involvement within the community and having enough funding.
To judge which is the most effective solution they need to be tested to see which one had the most impact on the population.

Animal overpopulation has become a major problem in my community. There are too many stray animals roaming the streets and not enough space in shelters. Nearly all shelters throughout the county are filled to capacity. The shelters are crowded and it is becoming increasingly harder for animals to find their forever home.
Construct a circular-flow diagram that incorporates effects of this issue of the economy
More and more animals are finding their way out onto the streets. Stray animals can cause property damage or if they wander out into streets and highways they can cause accidents. If the animal is aggressive residents can be threatened or attacked.
Stray animals can invade businesses or damage property. Business revenue can decrease if there are stray animals walking around deterring customers.
There are shelters in the community that are run and funded by the government. It costs more for the government to build larger facilities to accept more animals. Therefore, animals get turned away because there is no more space left. According to the SPCA, "most of the cats admitted to Brevard County's shelters are euthanized-killed-because there are not enough homes for them."
