Examine the possible solutions against your criteria

Each of the solutions meets the criteria, however, two of them just won't work.  There is no funding to be able to build another shelter to house these animals.  As for the other solution, you can talk all you want but it depends on the person to follow through.  Some people are just indifferent or they simply won't do it.  The only solution that would work would be to spay/neuter.


Choose the best option and explain reasons for choice

The best solution would be to spay/neuter because it's more affordable and has a higher chance of working.  This effectively eliminates any stray/feral animals, cats especially, from having babies without a home.  The government already uses this as a way to control stray cat populations.  They round up some cats spay/neuter them and clip their ear to let people know that that cat is fixed.
